I'm trying to launch a new compute instance in Oracle Cloud Infrastructure (OCI) but I'm running into an 'Insufficient Quota' behavior, even though the dashboard shows available resources in my compartment. I'm using the OCI CLI version 3.0.0 and I've confirmed that my tenancy has sufficient limits for the shape I'm trying to use (VM.Standard2.4).
